The Price-Per-Milliliter Trap: Why the 400ml Toner Isn't the Better Deal

You're holding two bottles of the same thing. One is 150 ml for eighteen dollars, one is 400 ml for thirty-four, and somewhere behind your eyes a small calculator is running. Twelve cents a millilitre against eight and a half. The big one wins and you put it in the basket.

We should say up front that we sell the 400 ml.

Our 400 ml toner is $34.00, which is 8.5 cents per millilitre and the most expensive per-millilitre item in its category on this site. Our 500 g body scrub is $10.99, or 2.2 cents per gram, which is the cheapest thing in the catalogue by that measure and the single best argument anyone could make for buying big. Both of those numbers are true. Only one of them means what it looks like it means.

Price-per-millilitre quietly assumes the last millilitre is worth the same as the first. Nothing in the regulations guarantees that, and several regulators openly assume it isn't — Korea makes brands re-test preservative and active levels after opening, and the EU's own guidance lists packaging type and consumer habits as legitimate grounds for setting a shelf life. The variable that matters is not volume, it's how many months the container spends open, which depends entirely on category. The same 400 ml is a seven-week product as body lotion and a six-month product as toner. Big is a good deal in rinse-off, physical and anhydrous products. It's a worse deal in leave-on water-based products with oxidation-sensitive actives. And no, nobody has run the study that would settle this.

Read that column top to bottom and you have ranked five products by how much water is in them and how cheap the container is. You have learned nothing about any of them.

How long 400 ml actually lasts

The SCCS publishes daily-use figures for cosmetic categories, in the twelfth revision of its Notes of Guidance, because it needs them to calculate systemic exposure. Body lotion: 7.82 g a day. Face cream: 1.54 g a day. Hand cream: 2.16 g.

Run those against the shelf above (a millilitre of a water-based product is close enough to a gram for this) and the picture rearranges itself. The 400 ml Birthtii body lotion is finished in about fifty-one days. Seven weeks. Nothing meaningful can happen to a product in seven weeks, and buying it in 400 ml is straightforwardly correct.

The 300 ml Dr. Bio cream, at the face-cream rate, runs about 195 days. Six and a half months, with a pump, on a formula whose whole ingredient list screens low. Still fine.

Then the 400 ml toner, where we hit a wall.

There is no published figure for how much toner people use in a day. We looked. The word "toner" appears zero times in the SCCS twelfth revision — its skincare block runs to three entries and not one of them is a toner. We couldn't find one in the exposure literature either. So the honest thing is to show our arithmetic and label it as arithmetic: at two millilitres a swipe, twice daily, 400 ml is 100 days. At one millilitre twice daily it's 200 days, near enough seven months. Both are plausible. We don't know which is right, and neither does anyone else who's published.

Under Article 19(1)(c) of the EU cosmetics regulation, a product has to print a date of minimum durability (a best-before) unless that durability runs past 30 months. Only then does the period-after-opening symbol replace it. So the open-jar icon appears specifically on the products the manufacturer has decided are stable for two and a half years unopened. The ones that aren't get a hard date instead.

And the number inside the icon is softer than it looks. The European Commission's own guidance on how to set it says, in as many words, that "there is no officially sanctioned methodology that could be used," then lists acceptable inputs: microbiological challenge tests, stability data, preservative analysis, type of packaging, experience with similar formulations, and consumer habits and practices.

The Commission is telling manufacturers that how the bottle opens and how often you open it are legitimate grounds for the number — which is the argument this article is making, stated first by the regulator. A "12M" on a wide-mouth 400 ml jar and a "12M" on a 150 ml airless pump are not necessarily backed by comparable work.

The Korean rule is the one worth stealing. A brand can print "12 months after opening," but only if it also prints the date the batch was made, so you can see how long the bottle sat in a warehouse before it reached you. The FDA's position, quoted in full because it is short: "There are no regulations or requirements under current United States law that require cosmetic manufacturers to print expiration dates on the labels of cosmetic products."

Korea's stability guideline also defines a test category the EU doesn't have: 개봉 후 안정성시험, post-opening stability. Minimum six months, sampled at three-month intervals, and the required measurements include microbial limits, preservative content, and active ingredient content. Products that can't be opened at all are exempt. So the regulator's own logic is that the opening is the hazard, not the volume. It also means the data we want exists — every Korean brand selling a big bottle has run this. It sits in company files. None of it is published.

What actually changes after you open it

Two things are well evidenced, and both are narrower than the internet version.

The first is oxidation, and the cleanest case is terpenes. Pure linalool, in a 2004 study, showed no sensitising potential at all. Air-exposed linalool produced clearly positive responses, and the hydroperoxides doing it reached 15% of one oxidised sample. Limonene behaves the same way: no significant response from fresh d-limonene, potent allergens after prolonged air exposure. This is a change in kind, not a fade in strength. A fragranced product that was not a sensitiser when sealed can become one, which is a large part of why the EU caps limonene's peroxide value in the first place — a detail we got into when we counted our most-flagged ingredients.

The second is straight degradation of unstable actives. Ascorbic acid in plain aqueous solution lost 66% in one month at 40 °C in a 2023 stability study; held in a lipid hydrogel or bigel the loss was about 44%. At 8 °C the same molecule in a gel matrix lost 2% over three months. Formulation and temperature dominate, and 40 °C is a stress condition rather than a bathroom shelf, so don't read that 66% as what happens to your bottle by September.

Now the part we can't support. There is no study comparing a large and a small pack of the same product through real use. Nothing measures active concentration or microbial load against container volume, or against number of openings. The best in-use contamination data we could find, a 2020 study reporting 79–90% of used products carrying bacteria, is entirely colour cosmetics: lipstick, mascara, beauty blenders. No toner, no lotion. The paper doesn't state its sample size in the abstract and we couldn't get the full text, so we're not quoting an N.

Which means the claim "your 400 ml bottle goes off" is not one we can make, and we're not going to make it. The defensible claim is smaller and, we'd argue, more useful: price-per-millilitre prices the volume and tells you nothing about the months, and the months are where the uncertainty lives.

What our screening found

Our own 400 ml toner scores 9.5 and has ascorbic acid in it, sitting twenty-seventh on a thirty-item list. A bottle you open twice a day for somewhere between three and seven months, containing the one active with published aqueous instability, in a category where nobody has measured how fast people get through it. We are not recalling anything — it's a low position on the list, the formula is buffered, and every other row screens low. But if you asked us which product on this site is most exposed to the argument in this article, it's ours. Meanwhile the 500 g scrub that looks like the greediest bulk-buy in the catalogue is the safest one: it's rinse-off, it's physical, and the thing doing the work is a solid particle that doesn't oxidise. The cheap-looking deal is the good one and the premium one carries the risk. That is exactly backwards from how the per-millilitre number reads.

Sixty pads at $10.99 is 18 cents a use, which sounds worse than a toner until you count months open. Fair warning: a pad jar is the format that most rewards closing the lid properly, and the top pad dries first if you don't.

The practical takeaway

Buy big when the product is rinse-off, anhydrous, physical, or one of the 7.82-grams-a-day categories. Body wash, body lotion, scrub, cleansing water, oil in a dark bottle. The maths there is real and you should take it.

Be sceptical of big when the product is leave-on, water-based, wide-mouthed, and carries an oxidation-sensitive active — vitamin C, retinoids, unstabilised botanical extracts, anything with declared fragrance allergens. In that group the useful question isn't cost per millilitre, it's cost per month of use, and you can only work that out once you've guessed honestly at how fast you'll get through it.

Look at the dispenser before the volume. A pump or an airless tube beats a jar at the same 400 ml, and single-dose packaging sidesteps the whole question — which is the part of the argument that made us rate toner pads more highly than their price per use suggests.

And check the manufacturing date if the label carries one. Korean labels often do. It's the only number on the package that tells you how much of the clock already ran before you got there — unlike most of the claims printed next to it.
