What it does — It is commonly used as a PEG-based (ethoxylated) emulsifier.

Typical use — It is used in creams, lotions, milks and other water-and-oil blends to keep the phases evenly combined and stable over time. Without emulsifiers, the water and oil in a product would separate, so it is a quiet but essential part of the base.

Who it suits / good to know — Present at supporting levels rather than as an active. Generally low-irritation, though very sensitive users occasionally react to individual emulsifiers. There is nothing to 'use' about it directly; it simply helps the product hold together.
